I have hundreds of files on my old iPad (5th generation)mostly in the Downloads folder under “Brave” (my browser). After using QuickStart to transfer content to my new iPad (10th generation) none of them transferred, not even the folder structure. How can I transfer these files?

An iPad typically does not have a "Downloads folder". Answering your question involves figuring out exactly how this folder originated.
iCloud Drive does contain a "Downloads Folder". Are the files actually there?

Did you literally create a "Downloads folder" on your old iPad? This sounds unlikely.
Are you confusing this folder with something on a Mac?
Is there some other explation about the origins of this folder?
Safari does have a downloads folder - the location of which (defined in iPad settings) may be locally on your iPad, iCloud, or other storage location:
Settings > Apps > Safari > [General] Downloads - select as required
Brave is an entirely different third-party browser App that might have a similar settings structure - or may have a setting for the location of "Downloads" accessible from within the App itself. There is no guarantee that settings or local App data will be transferred to a different device and/or be included within your iPad backup. If you cannot readily identify appropriate settings or capabilities, you would be best advised to seek assistance from the App Developer:
