You seem confused. iPhone has the ability to make a Hotspot. Apple Watch does NOT have the ability to make a Hotspot. Whatever it is you are asking of Siri, is using the connection to your iPhone, not your Apple Watch.

Since Apple Watch MUST be paired to an iPhone, just how do you have a functioning Apple Watch without an iPhone? Are you a minor, whose parents gave you an Apple Watch, which they have paired to their iPhone? If no, you can't use an Apple Watch without an iPhone.

Since you're a kid, you're going to have to learn that in life we don't always get what we want. You can't have a hotspot on your Apple Watch, period. You can use the hotspot from someone else's phone. You can use Wifi from public locations, like Starbucks or Panera. Those are your only options.

Apple Watches have no Personal Hotspot.
