How do I manage hotspot on my Apple device?

Hotspot doesnt show in cellular but it does "turn on" if you ask siri to turn it on and off, so how do I manage the hotspot?

How many times do you need to be told that the Apple watch has no hotspot.

Repeating that you want a hotspot over and over and over again isn't going to change that.
