How to get Steam and Adobe apps to run on MacBook Pro M4?

I'm trying to help set up a MacBook Pro M4 for someone, who is using a Macbook for the first time having moved over from a windows laptop. However, some of the apps that we are trying to download won't open.

First, he tried to download Steam. It downloaded fine, we dragged it into the applications, then it downloaded an update and extracted a package. Now when the icon in the dock gets selected it bounces once then goes off. It doesn't even appear in the activity monitor.

For his college work he needs some Adobe software (photoshop, animate and audition). We've downloaded the software, but this also doesn't load. Similar to Steam it goes through the earlier steps, but once we get to the 'creative cloud installer' nothing related to it loads.
