I have 1500 photos in my Duplicates folder. Can I go ahead delete all fo them and trust that a copy is still in my library?
Also, is there a reason these don't show up in Duplicates under Utilities? I have none listed there.
Are there any good apps for finding duplicates?

There is no system made Duplicates folder outside of the one under Utilities.
If you have a Duplicates folder in Albums, it's one you must have created yourself at some point and added photos to.
Deleting photos from an album or folder does not in any way remove them from the main library.
The Duplicates section in Utilities is filled automatically as the Photos app scans your library and detects potential duplicates. You can choose to merge or delete one of the duplicated photos there to remove duplicates.

As I said, the Duplicates section in utilities is automatically generated. The Photos app may simply not have detected any duplicates yet. That does not mean there aren't any, just that it has not found any to show there yet.

If you connect your iPhone at night to charge and leave it, the iPhone might index the photos and show any duplicates it finds.
Also, make sure you don't haver Optimize Storage enabled, as any photos that are optimized and stored in iCloud will not be indexed for duplications.

Thanks. I don't recall creating a duplicates album but I see your point that deleting them won't impact the library.
As for the Duplicates section in Utilities, it is not shown. And I know there are duplicates because I can see some.
