Apple does not use the IMEI for location purposes.
Your carrier might be able to to get an approximate location of the iPhone using the IMEI, but they will only normally do this in cases of an emergency.......like a missing person.
Even then, the carrier will require a court order to proceed. Contact your carrier for clarification on their requirements.
Are you saying that you did not have Find My enabled on your iPhone?
