Can someone explain to me why I am asked to pay for a series called true detective on Apple TV + when I pay a monthly subscription for Apple TV+
what’s the point of paying a subscription then having to pay for content
The subscription is for "Apple TV +" (Apple's original content), "True Detective" is not part of that content. All of "Apple TV+" content has the Apple TV+ logo on the thumbnail or in the description

True Detective is an HBO show.
You can only view it if you have a subscription to HBO.
AppleTV+ is Apple’s streaming service for Apple Original content.
It does not give you access to everything streaming on different services.
