If I get a new iPad, can I use the same sign in credentials that I have on my iPhone?

Yes! The Apple Account is specific to a user, not a device. As long as you are fine with data and purchases being shared across those devices, you can certainly use the same Apple Account.

That would be normal and expected for most people, yes.

That common use will allow you to enable services such as iCloud Keychain, to have all of your passwords available on both iPhone and iPad, as well as many other sharing features.s

You will usually want to not share an Apple Account with another person too, as that common use gets passwords and iCloud Photos and voicemail and many other features viewable across all devices sharing that same Apple Account.
