I am unable to restore iPhone 12 using Apple Configurator on a Mac mini

I am trying to restore an iPhone 12 using Apple Configurator on a Mac mini M1 (macOS Sequoia). The device automatically enters recovery mode only - the screen shows an image of the cable and computer, meaning iOS is completely absent.

Every attempt to restore via Apple Configurator fails at step 4 of 4 - when the firmware is already installed on the device. I've also tried downloading a compatible .ipsw firmware file manually from ipsw.me and using it to restore, but the error occurs in this case as well, although the error code is different.

iOS cannot be restored on this iPhone.
