ipad won’t let me give photos, microphone or camera permission to apps.

my ipad is tweaking idk mif i try to go on a app like tiktok or like apps that need like microphone or camer or photos access it won’t let me. i even reset the privacy and location stuff deleted offloaded the apps but it still won’t work.the system or settings that control stuff like camera, mic, and photos permissions are broken or stuck. i see “private access” on photos and no options to change permissions. i went to privacy and security on photos it says private access with nothing clickable it saws it can show but only the ones you select but when i got on discord it says enable perms in settings but there is no enable oerms button in settings. and i don’t have restrictions or screen time.
