I repeatedly see topics on this forum about problems getting Nigerian cards to work with Apple. The links below are some. One person says it is because they cannot use a payment type in ₦. I know that in some countries Apple will only accept payments in US$.

You can see if you can add balance to your account using a gift card or other method. If it is insisting upon there being a card payment type then you will have to have one.

Read the links below about various ways to pay for items in the iTunes and App Stores.

- Add a payment method to your account. See this article about payment methods that you can use with your Apple Account --> Payment methods that you can use with your Apple Account - Apple Support then see this article about how to add a payment method to your Apple Account --> Add a payment method to your Apple Account - Apple Support

- Add money to your Apple Account balance - "Use a payment method, such as a credit or debit card, to add funds to your Apple ID balance." This takes the previous payment method one step farther by optionally using it to irreversibly add funds to an Apple ID account balance instead of having the card charged each time.

If no option is shown to "Add Money to Account" using this method (you only see using gift cards) then it may not be available in your country. Use a gift card instead.

If an app or feature on your device is not working or is restricted, it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution. See how to use Screen Time on an iPhone, iPad, or iPod touch by clicking here --> Use Screen Time on your iPhone or iPad - Apple Support

If you are a member of Family Sharing but not the Organizer, read these about why you cannot add a payment method:

I strongly suspect you will find it very hard to change region to the USA unless you have a card issued to you from a US bank and billed to you at a US address. You will need to try to resolve with your bank or Apple Nigeria what the problem is. Unfortunately Apple isn't very specific on its web page about payment methods --> Payment methods that you can use with your Apple Account - Apple Support

Note that these are ones that are accepted, but specific kinds (e.g., credit or debit cards) might be required in particular circumstances.

I am not familiar with "virtual" cards but Apple probably wants a rock-solid payment type.
