Your Recently Deleted messages will retain for up to 30 days before being permanently deleted. You can open the Messages app, in the top-left tap Edit or Filters, then tap Recently Deleted. Keep in mind it is only true that messages can be restored from a backup, if, and only if, they are not synced with iCloud to begin with.
You don't. That's pretty much what "permanently deleted" means...

Permanent deletion is exactly as advertised - deletion is permanent and irreversible. Once permanently deleted, this data cannot be recovered.
The thing about permanent is it IS permanent. If you permanently delete messages they are PERMANENTLY deleted.
