How do I fix the missing dock sound effect on my new Apple silicon MacBook?

FWIW, there was no Dock "swoosh" going back as far as macOS 10.13 High Sierra. Perhaps you had some third-party app that added it.

System Settings->Sound->Play user interface sound effects->toggle the option off/on and test. But like @dialabrain I don't remember any such sound effects from the Dock.

I just remembered that dragging an app icon out of the Dock makes the swoosh sound when you release it. Perhaps that is what you remember. That is part of the ‘Play user interface sound effects’ option.

If "Play user interface sound effects" is On..

Then the swoosh sound can still be heard when an Icon is removed from the Dock.

Plus you should hear a thump when putting something into the Trash and a swoosh when emptying the Trash.

Can't say I remember such a sound with any version of macOS.
