Unless you have given your phone to someone who knows your account details, your phone hasn't been hacked. Your phone is not "hacked".
An iPhone that has not been jailbroken can not be "hacked".
From the sound of it, the screen may be damaged or failing.
Make an appointment at the Genius Bar of your local Apple Store.
I've honestly never heard of a screen overlay on iPhone? You need to provide more details and if possible a screenshot of what you're referring to.
