When I try to access Apple TV on my IPAD, it wants me to accept a free trial and there is no option to sign in. I already have a regular Apple TV account.

Look at the account shown at the top of Settings.
Are you using the same Apple Account on your iPad as you have used to subscribe to the Apple TV+ service?
If not, you’ll need to switch accounts in use, or sign up from both accounts, or use an Apple TV+ subscription for Family Sharing.
