I found my old phone, and it has been a lot of years so I forgot the password and iCloud, I’ve already tried multiple times and now I have to wait 60 minutes until the next try. It is an iPhone4 and I was just searching for help in order to unlock the phone.

If you forgot the passcode, you can connect it to a computer, force it into Recovery Mode then Restore from there. If you forgot the iCloud, you can present Apple with the original proof of purchase receipt to unlock Activation Lock. But note that the iPhone 4 is very old and about un-functional. The only reason for retrieving it would be for data, but the Restore will wipe it all. So unless you had a backup the content won’t be able to be accessed.
