How do I enable Stolen Device Protection when Face ID is not working on iPhone?

My Face ID is not working and I can’t entable the stolen device protection, And I used it for get inside different apps

Try when you are prompted with Face ID to unlock those apps, to continue to tap Try Again until it allows you to enter your passcode. If it doesn’t allow that then you’ll have no choice but to get service done on your iPhone at your nearest Apple Store’s Genius Bar or Apple Authorized Service Provider. Stolen Device Protection is a security feature that must require your biometrics to unlock, otherwise anyone with your device’s passcode can access your account and iPhone.
