The A10 chip is no longer capable of running iOS 16 or later, Get a new phone if you need recent and latest updates

The non-technical answer would be that the iPhone 7 is too old.

To run iOS 16, you will need an iPhone 8, iPhone 8 Plus or iPhone X.

But, you really need a phone that can run iOS 18. An iPhone 15 or iPhone 16 would be recommended.
