How can I restore access to my blocked Apple Account?

Hello! I can't log into any of my accounts. You have blocked both (a_pl*****v1@icloud.com and q**t5@icloud.com )/ what is the reason for blocking and how to restore at least one of them or log out of the account q**t5@icloud.com On the phone? I enter the password to open the settings, but it won't let me in.
