How do I restart a MacBook Pro stuck on install in progress?

You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.. then reboot and see where you stand.

Log out, sleep, wake, restart or shut down your Mac

Shut down or restart your Mac - Apple Support

A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies

Login and test. Reboot as normal and test.
