How do I fix my iPhone 14 not receiving text messages?

I have an iPhone 14, iPhone XR and 9th gen iPad all on same apple account. The iPhone 14 stopped sending and receiving texts yesterday. After rebooting, turning off iMessages and resetting network I am able to send but not receive on the iPhone 14. It is on thee latest software and there is plenty of storage available 95GB of 128GB used). I've tried setting up text forwarding and reverting back to original settings but still not able to get text messages.

I also tested turning on airplane mode and enabling WiFi only to see if wireless carrier was issue. I was able to send texts on WiFi but still not receiving.

Since this is a company supplied phone I have to go through our helpdesk for further support. corporate helpdesk had to get with carrier to resync the phone with the network. Said there was some issue with messaging for my line specifically.

I tried to rule out carrier issue when turned off cellular and had it only on WiFi. Both of my phones are company supplied so I don't really have contract information to give to carrier.
