I currently have a iPhone 16 pro max and I have this issue where my phone is seems to get 2 bars of signal and it stays steady like this and my families phone stays at 4 but my cellular data keeps on jumping sometimes, not to sure what’s happening and im using 5g as my other family members

Check with your carrier, then. Coverage will vary of course, particularly within buildings, and with tower-related outages and other details. Details such as 5G building penetration varies by band used, as well.
In some places, I’ve installed microcells to improve cellular coverage, though in recent years using Wi-Fi calling would be more common.
Also use field test mode and check the reported signal strength.

Thick cases (especially metal or magnetic ones) can interfere with signal. Remove and check again.
Swap your SIM with a family member's and see if the signal changes. If yes, time for a SIM replacement.
There is no standard definition for what a “bar” measures. Different phones and even the same phone running different versions can have different definitions for a bar. It’s arguably designed to avoid getting support calls, not comparisons.

My wife and I are experiencing the same issue with our iPhone 16’s we purchased 2 months ago. There is no place on the planet we can get more than 2 bars. We are no longer getting a good signal in the same places we used to have a good signals. In most cases we can’t use our phones without WiFi service.
The wifi is spotty at times as well and buffering is a thing all of a sudden.
I don’t think the aesthetic of the 2 bars is the issue here. I wouldn’t even notice how many bars we were getting on our phones if the signal were strong and stable. When it fails, I notice I’ve only got 2 bars. The issue isn’t 2 bars. We don’t have anyone in our family getting 4 bars to compare to. We just note that our older iPhones did not give us this instability.
