my iPhone 13 won't connect to the wifi but my families other devices can.

Don't just turn off the VPN, completely remove the profile in Settings > General > VPN & Device Management. Even not running, the VPN is causing connectivity issues, which is very common with VPNs on iPhone. They aren't needed (unless required by an employer or school) and don't provide the security you think they do, unless you want your search history sold to any bidder willing to pay for it and enjoy more spam messages.

It appears that the chip that controls both Wi-Fi and Bluetooth has failed.

This is a hardware issue that will require confirmation at the Apple Store / Genius Bar, or an authorized Apple service shop.

Often after removing a VPN Profile, you need to Force Restart your iPhone. Did you do this --> Force restart iPhone - Apple Support

Is Bluetooth also "grayed out" or does the setting just "spin" and no nothing?

Will the iPhone 13 connect to other Wi-Fi networks at the coffee place, bookstore, etc? Or, are you saying that the iPhone 13 will not connect to any Wi-Fi networks?
