my iPhone 13 won't connect to the wifi but my families other devices can.

i’ve turned off vpn, restarted phone, deleted some data just in case it was a software issue, and reset network settings and it still wont work.

Don't just turn off the VPN, completely remove the profile in Settings > General > VPN & Device Management. Even not running, the VPN is causing connectivity issues, which is very common with VPNs on iPhone. They aren't needed (unless required by an employer or school) and don't provide the security you think they do, unless you want your search history sold to any bidder willing to pay for it and enjoy more spam messages.
