iPhone can't connect with server

I can call and text but when I try to open a website it eventually says "Safari couldn't open page because the server stopped responding. I opened the APP Store app and it say's couldn't connect. I see there are 2-4 bars of service showing when trying to open a page.

I have iPhone SE 2020. iOS 17.7

It sounds like you do not have an internet connection. Are you on wi-fi or cellular? You mention bars, so I'm thinking cellular. Try a Force Restart on your iPhone and check. Force restart iPhone - Apple Support
