I am running iPadOS 18.4.1 on the iPad Mini (5th Generation) and the category folders in the app library keep shuffling around every week or two. Every so often I'll go in there and two or more folders have swapped places with each other and it's really messing with me!
How can I get this to stop?

The App Library is automatically curated using classification information provided by the individual App Developers. There are no manual controls of facility to override the curated App Library categories or their arrangement.
You can, however, organise your Home Screen App icons into folders - the arrangement of which you do have complete control:

As I have tried to explain, you have no control whatsoever over the automatically curated and organised App Library - the layout of which will unavoidably change and reorganise over time.
To overcome this perceived limitation, you can organise all of your installed Apps into App folders of your choice on your Home Screen(s) - and dispense entirely with using the App Library.

I'm not talking about which folder/category a given app appears in. What is happening on my iPad, is that every so often, the CATEGORIES THEMSELVES swap places with each other in the App Library screen. Like, today, I opened it up, and the Utilities category and the Productivity & Finance category have swapped places with each other.
