App won’t go into folder in jiggle mode

I have a 12 ProMax. It’s up to date with whatever iOS were on these days.

I have a folder with 2 full pages of apps. I’m trying to drag another app into the folder, and instead of going into the folder, it just lands next to the folder and moves everything else around.

I know I am dragging precisely— I had JUST dragged another app into that same folder and— giving up in frustration, moved of their apps into different folders etc without issue.

I thought there were like 15 pages allowed per folder. What gives?

As far as my knowledge goes it is 216 apps in a folder.

Please see a screen recording below where I have tested it for 27 apps. I would not like to test for 216 apps because I feel it is counter-productive when you already have the App Library.

After adding 20+ Apps or so Drag other apps to the Folder and hold it there above the folder for a while let the folder open and arrange the apps and it will create space for you additional apps.
