I have received a new iPad (A16) as a replacement for my Ipad mini 2/Ipad (3). In endeavouring to link the two, the new iPad will not accept my passcode.

Your old and new iPad's have fully independent Passcodes. Other than manually setting them to be the same, they are not linked or synchronised in any way.
Your Apple Account (formerly known as your AppleID) is generally used with all of your Apple devices. Signing-in with the same Apple Account allows your Apple devices to synchronise via iCloud; precisely what you choose to synchronise between devices is configured on each device. For iOS/iPadOS:
Settings > [Your Name / Apple Account] > iCloud > [Saved to iCloud] See All - enable Apps and Apple services as required
