Do you have Wi-Fi calling enabled in Settings > Cellular > Wi-Fi Calling? If you don’t see it or it’s on but not working, you will need to contact your carrier for help and see if they support it. Also sometimes carriers don’t allow users to change certain settings within their iPhone and require you contact them to do so.
