Enrollment through the Apple Developer app is not available for this Apple Account.

Hi,

I’ve been trying to enroll in the Apple Developer Program using the Apple Developer app, but I keep seeing this message:

“Enrollment through the Apple Developer app is not available for this Apple Account.”

I searched online for help, but almost every result talks about Apple ID issues — like 2FA, email verification, or payment setup.

But in my case, everything with my Apple ID looks fine:

✅ Two-factor authentication is enabled

✅ Email is verified

✅ Valid payment method is linked

✅ Account created over 3 years ago

✅ Actively using Apple devices

What’s confusing is that the message refers to an “Apple Account”, not “Apple ID”, which makes it unclear what the actual issue is.

I also can’t enroll through the website — my only available option is through the Apple Developer app, so this error fully blocks me.

I’d really appreciate it if someone could clarify what might be causing this or how I can fix it.

There were outages affecting iCloud yesterday (Jun 25) that may have caused you issue. In this similar post:

403 Forbidden when accessing https://developer.apple.com/account/

the user reports that clearing Apple cookies helped.

Apple is now calling "Apple ID" your "Apple Account." Everything still works the same. No need to change anything at your end.

These forums are "staffed" only by volunteers who do not work for Apple. It is not an effective place to report web site issues because Apple cannot sort through tens of thousands of new posts here every day. The proper way to report Apple web site issues is this link:
