Apple does not manufacture phones in the U.S. Your phone was likely manufactured in China or India and it was configured with settings to work in the U.S.

What settings have you checked to verify the country that the iPhone 11 was set up for?

Tap Settings > General > About > Model Number

Then tap on Model Number and a 5 character number will appear. Example.....A2111, A2221, A2223

Post back with the Axxxx number that you see.

Who is your carrier? Have you verified that they offer an eSIM option?

It is the carrier that provides cellular settings to the iPhone. Unless the iPhone's settings are messed up, the option to Add eSIM will be displayed.

All that you can do from your side of things is try to Reset Network Settings on the iPhone to see if that helps, but I'm not all that optimistic that this will help.

Esim is available in Russia

OK, but we can't help you. You have a phone manufactured for the US/Canada markets, but are in Russia. We can't troubleshoot why you can't add an eSim on your phone. There are most definitely regional differences between phones sold around the world. If your carrier supports eSim, you'll need to troubleshoot this with them yourself.
