Create Business Connect location without a phone number

I have a business with a physical location but no phone number. Apple Maps is currently showing at my location a previous business that has been permanently closed for three years.

I can't claim the business because the Apple Business Connect portal requires a phone number.

How can I update the location on Apple Maps to the correct business?
