Can I get game saves from an old iPad when iCloud was full?

hi my ipad no longer works i am going to get a new ipad can i get my saves from games like bubble witch

some other way my icloud was full so i don't think they saved

Only if the game developer stored them on another server. Bubble Witch allows you to connect the game to your Facebook account or your King account where it would be saved on their servers, but if you did not do that, then game play would be lost without an iCloud backup and you would have to start over.
