My iPhone 15 will not pair with an older iPhone, there appears to be an issue with the iPhone 15 pairing with others, has apple resolved the problem yet?

Resolved the problem would indicate there is an issue in the first place, there isn't.
iPhones don't pair with each other, if you want to sync iPhone data, you do it through iCloud.

Thank you for that, but how do I do it through iCloud, I'm pretty new to all of this.
What I am wanting to do is use the iPhone 15 as a security camera through "presence" I have used this app for a long while until I bought the iphone 15.

It would be best to contact the app developer for help with their software. I don't know what Presence is or what you are trying to do with it.
This doesn't have anything to do with syncing or pairing with another phone though.
