The wording of that message could use improvement. The second sentence does not mean that you can update your current phone to meet the app's iOS requirements. It means that you must get to iOS 17.0 or later somehow, whether that involves applying a free iOS update to your current phone (not an option here), or replacing it with a newer, more capable iPhone purchased at your own expense.

The iPhone 7 can never update to iOS 16 or higher. So unless there is a way to download an older version of that app (usually not the case), your options are to purchase a new phone or to do without the app.

You don't. In order to run a later iOS version, you would need to purchase a phone that has the hardware to support it. Developers of apps you are looking to download, choose what devices they want to continue and support based on the minimum iOS version. I suspect you want an app and the developer has chose to no longer support your device.

Even if you’re able to update to a highest iOS version of 15…you can’t download any apps that requires iOS 17 and you will need a newer model iPhone in order to do so.
