I am currently using a 2019 ipad on Ipad ios 15.6.1 - the swipe and scroll features don’t work. I can say that it isn’t a problem with the screen, since my art apps work fine. But I can’t shut it down, since I need to swipe. I also can’t get to the lock screen (after unlocking) or the menu where the rotation lock is. I have tried cleaning the screen, and as I said before the shut down doesn’t work. I can’t even close tabs. Need help
Sounds like your iPad is possibly in Guided Access mode and is restricted to only using those "art apps" you mention.

Thanks, but I did actually find a solution, for my model I can force restart by holding down the home button and power off button until the screen goes fully dark. It wasn’t guided access it was just bugging out.
