The developers at the apps like Uber, YouTube and others want their apps to run on newer iOS versions.
They have abandoned you, because the iOS 15 version that you are using is too old.
The only solution for you is to buy a new phone that is capable of running newer operating systems. The chart below lists iPhones that will run on the current iOS 18 and iOS 26, which will be available in the fall.
My recommendation would be an iPhone 15 or iPhone 16, so that you will receive iOS updates for the next 7 years or so.

You can’t update your iPhone 7 to iOS 16. It doesn’t have the hardware required to be able to run that software version. Consider getting a newer device.
