The iPhone 7 Plus cannot run iOS 16, so what you ask is not possible. iOS 15 is as far as the iPhone 7 can go. No more updates after that.
If you want to run iOS 16, you will need an iPhone 8, iPhone 8 Plus or iPhone X.
But since you will be looking for a new phone, it would make much more sense to buy a phone that will run iOS 18 and iOS 26. Details below:
