My phone will not come off 'do not disturb' even though I deactivate and it and it appears like the phone is in normal mode. When someone tries to call me, it rings once and then cancel the call. Powering it down and turning it on again fixes it 50% of the time.

Ok, go to: Settings > Apps > Phone > Silence Unknown Callers, and make sure that’s off.

Because when a call comes in, it rings only once and then hangs up on the caller. I then receive a text message stating that 'I missed a call but they didn't leave a message'. This is exactly the same thing that happens when I have it in DND mode.
