I have a neighbor, when she calls me or I call her, it goes straight to voicemail. She seems to be the only contact this is happening to. I don’t understand why.

Are there any Focuses on while this is happening? Is her phone number saved into your Contacts?

Are there any filters on your iPhone? These can be found from within Secure Software, let alone the iPhone itself. So, remove her number from the Filter. Simple enough.
