Calling from my landline I immediately go into voice mail on the IPhone I’m calling. There’s no notification of a missed call and he doesn’t get the message I left on voicemail. If I call from my iPhone call goes right through. He hears the phone ring and picks up. My landline # and cell # are in his contact list.

If the message is there he should check the carrier’s spam filter app on his phone; the carrier is blocking the number for some reason, and that’s the most likely.
