Your iPhone 16 Pro Max may need to have the newest iOS version update.:
About iOS 18 Updates - Apple Support says::iOS 18.5 is the latest, and:

You may need to find out which type / generation of AirPods they are: Identify your AirPods - Apple Support
You can easily check whether or not the AirPods have up-to-date firmware:
