Appreciate the extra steps to try. Although I completed the steps I could before contacting iCloud, the error still occured when trying to remove the exempted address from air tags that already had the exemption and to the one air tag that started this whole issue.
on a whim, I decided to go check Bluetooth connected and known list (don’t ask me why). What I found was a connected device called “accessories”, but didn’t have the icon to allow me to check information, nor could I click to remove/delete/forget the device. So I slid button to off on the screen, waited 10 seconds, and turned it back on. When the list refreshed accessories was now gone. Magically my home address populated on all the air tag device list. No error, no request to add it beyond all the previous attempts that gave the error.
so issue appears resolved and it is functioning properly.
But I do thank Tesserax for the ideas and experience trouble shooting. Because it made me try/retry the Bluetooth (a purge didn’t fix it, rebooting didn’t fix it, signing out of iCloud didn’t fix it… but toggling the slide off and then back on apparently did.). Lol
