nebula just tried to charge my debit card for z45.00!!!

That Nebula astrology site is a SCAM and they are charging cards even though you don’t sign up? How do we stop that?

Contact Nebula support. If no resolution is forthcoming there, contact your payment provider.

You can leave app feedback in the App Store, and use the App Store webpage to send feedback to Apple, as well.
