This iPhone 7 Plus will never update to iOS 16. That is because you need an iPhone 8, iPhone 8 Plus or iPhone X to be able to install iOS 16.
It is time for you to look for a new phone. My recommendation would be an iPhone 15 Pro or higher model.
Your iPhone 7 Plus unfortunately, cannot run IOS 16, only an iPhone 8 or later, is compatible.
