if a restart after turning it off has already been performed, please check for the connection of any Bluetooth devices like AirPods, which could alter the behavior of your phone receiving calls. Also please check for any apps potentially interfering with call management, similar to e.g. AutoAnswer X, which supported iPhones until iOS 16. Feel free to reach out if you still have issues.

I hear the phone ringing, and someone starts talking immediately. When I look at the phone, I have to click on the green phone receiver button in the upper left corner to start talking to the person.
