Sounds like you bought a carrier locked iPhone. Open Settings > General > About > Carrier Lock - If it doesn't say No SIM restrictions, then you bought a carrier locked phone, which you can't use in Russia with carriers there. Only the carrier a phone is locked to can unlock it.
