I want to change country for my account in App Store from Germany to Russia.
But i have €0.02 on my balance and cannot spend it before. Can you reset my balance manually?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
