Charge the Watch to at least 80%, and see if low power mode clears.

Here’s how to enable and disable low power mode: Use Low Power Mode on your Apple Watch - Apple Support

Low Power Mode turns off automatically when your battery is charged to 80%, unless you chose to turn it on for a number of days.
