My IPAD has no EID or sim card- Can I download something to upgrade it?
I bought a great Ipad Pro 12,9 and said I would not be using it on the
telephone net. 4 years later, and I need to. Problem: no sim card, no
EID! Can anybody help? Is it impossible to use this model on the
telephone net? Thanks!

An iPad is not - and can never be - a mobile phone. WiFi+Cellular models of iPad can connect to Cellular networks, but can only provide access to mobile (IP) data services.
It is not possible to change or modify the internal hardware components of an iPad.
Whilst a WiFi Only iPad cannot be transformed into a WiFi+Cellular model, you can use the hotspot feature of a mobile phone - or a Cellular Broadband Router (often known as a MiFi Router) - to access Cellular networks:

Your iPad, if purchased without a cellular chip, will technically not be able to access mobile networks. I guess connecting to a hotspot will not solve your issue?
in case you have purchased your device with the cellular option enabled, you can look for an eSIM provider in your area.
