It may be best to provide an actual screenshot of the message/email where you are seeing it to determine if it is just SPAM.

You will see a legitimate email when you sign into your Apple Account on your device for the first time with similar text, but there are some things that you posted that I have not seen, such as the capitalized WEBSITE, which makes me think it is not from Apple. The “SafariMobileIos on iPhone” you refer to is supposed to be the User Agent string to identify the browser used for sign in, but personally I have not seen Apple use that one either.
